Should governments spend more on public transport than on roads?

In recent years, many people are believing that the goverment should invest more money in public transport rather than building new roads. In my opinion, this view is largely correct, for two reasons.

How the marking works
Real test conditions
Listening plays once from start to finish. Reading gives you sixty minutes.
Marked against the criteria
Writing gets a band for each of the four criteria with the reason behind it. Listening and Reading are marked objectively on the published band table.

Your essay comes back with each error marked. Every Listening and Reading answer comes back with the key and a note on why.
